We hope this Newsletter finds you well, and that your family and relatives are also safe. We have a particular thought for people leaving in Bergamo region in Italy  and for which the situation is particularly extreme.

At Lynxee, the Team is fine and since we were already home working we are still in position to assist you for dossier drafting and submissions.

In March in France, the Ministry of Agriculture published a Notice on classification update of PPPs further to new ATP and ANSES reviewed the grace period for desmedipham-based products. Also, the tax on the sale of PPPs was increased and 
National memos on the sustainable management of resistance to fungicides were published.

FRANCE: Update of the classification of hazardous pesticide products further to new ATP

In accordance with CLP Regulation No. 1272/2008, any phytopharmaceutical product with an authorisation or a parallel trade permit must be classified by manufacturers. However, the classification of the product may change as a result of an updated classification of one of its constituents.

When the harmonised classification and labelling of hazardous substances is updated through an Adaptation to Technical Progress (ATP), the holder of  the authorisation or parallel trade permit must notify ANSES no later than 2 months before the application date of the regulation related to the new adaptation to technical progress of the CLP. [...]

FRANCE: Withdrawal of desmedipham-based products

As a result of the entry into force of Regulation (EU) 2019/1100 of 27 June 2019 concerning the non-renewal of desmedipham approval, ANSES has withdrawn, from 01 January 2020, 7 authorisations and 12 parallel trade permits for plant protection products containing this substance.

The end of sales and distribution initially set on 01.04.2020 is extended by two months, so up to 01.06.2020.

The end of use of the stocks of products is set on 01.07.2020. [...]

FRANCE: Increase of the tax on the sale of Plant Protection Products

Further to the publication of the Order of 27 February 2020 repealing the Order of 09 March 2016, the rate of the tax applied to the sale of plant protection products is increased. Thus, for plant protection products which were the subject of an Authorisation or a parallel trade permit on 01 January of the tax year, the tax rate is increased from 0.2% to 0.9% of sales revenues for conventional products and is maintained at 0.1% for the products of the official biocontrol list. [...]
