Corporate-level evaluation on IFAD’s decentralization experience

The Independent Office of Evaluation (IOE) of IFAD is conducting a formative corporate-level evaluation of IFAD’s decentralization experience. The evaluation recommendations will be based on triangulation of evidence and are expected to cover different dimensions of IFAD’s decentralization, including in the areas of organizational architecture, delegation of authority, IFAD country office models, and related budget and human resource implications.

To further strengthen the evidence base of the evaluation, IOE has organized three regional consultation workshops and will organize the fourth one in Hanoi, Viet Nam on 6-7 July, 2016 to cover all five geographic regions where IFAD operates.

Non-lending Activities in the Context of South-South Cooperation
Evaluation Synthesis Report

Support to South-South cooperation (SSC) initiatives has been a high priority for IFAD and its Member States since the consultation process of the Eighth Replenishment of IFAD’s Resources in 2008. A new IOE evaluation synthesis report reviews and analyses IFAD’s support to SSC between 2009 and 2015.

Environment and Natural Resource Management Evaluation Synthesis Report

IOE has reviewed the Fund’s support of Environment and Natural Resource Management (ENRM) through an examination of 72 evaluations conducted between 2010 and 2015. The evaluation synthesis shows that IFAD has taken a number of steps to strengthen its integration of ENRM issues into its operations – relating to both avoiding harm and doing good.

Evaluation of IFAD's country programme in India

IOE held a national workshop to present the findings and recommendations of the India Country Programme Evaluation. A short video highlighting the key findings of the evaluation was produced by IOE. The final evaluation report will be released shortly.

As of April 2016, Oscar A. Garcia, Director of the Independent Office of Evaluation of IFAD is the United Nations Evaluation Group (UNEG) Vice Chair for Use of Evaluation. The UNEG is an interagency professional network that brings together the evaluation units of the UN system, including UN departments, specialized agencies, funds and programmes, and affiliated organizations.

EVALUATION COMMITTEE UPDATES

Mr Vimlendra Sharan, Minister (Agriculture) has ended his mandate as Chairperson of the Evaluation Committee and Alternate Permanent Representative of the Republic of India to the United Nations Food and Agriculture Agencies in Rome. IOE would like to thank Mr Sharan for his valuable contributions to the Committee's work.
