Just released! The Gambia Country Programme Evaluation

 
The evaluation finds that the partnership between IFAD and the Government of The Gambia has been highly valued, reflecting mutual trust and cordial relations. The programme's objectives and designs are relevant, in general responding to the needs and priorities of the target groups and the Government.

However, the extent to which the objectives were achieved was rather limited, due to a number of factors, including high and unpredictable staff turnover and weak partnerships with other stakeholders such as non-governmental organizations and development agencies. 

This is the first country programme evaluation of The Gambia conducted by the Independent Office of Evaluation of IFAD (IOE) and it covers the partnership between the Government and IFAD from 2004 to 2014. Over the last 30 years, IFAD has supported ten projects and programmes in The Gambia for a total cost of US$196 million, of which IFAD contributed US$73.1 million.

Joint workshop on Gender Transformative Pathways
 

 

IOE and the Policy and Technical Advisory Division (PTA) Gender Desk jointly organized a workshop on Gender transformative pathways–towards a Theory of Change on gender equality and women’s empowerment in IFAD operations.

The workshop took place in the context of an ongoing IOE synthesis of evaluation findings on gender equality and women’s empowerment in IFAD’s operations.

New IOE Deputy Director

IOE is pleased to announce the appointment of Fabrizio Felloni as Deputy Director, IOE.
Mr Felloni, an Italian national, has been a Lead Evaluation Officer with IOE since July 2010. He was previously Evaluation Specialist in the Independent Evaluation Office of the United Nations Development Programme (2008-2010) and Evaluation Officer at IFAD (2001-2007). He holds a Master’s degree in Agricultural Economics from Washington State University (USA) and a Master’s degree in Social and Economic Sciences from Bocconi University (Italy). 

Mr Felloni has led several strategic, country programme and project evaluations in Africa, Asia, Eastern Europe and Latin America, and corporate-level evaluations on the IFAD Policy for Grant Financing, and IFAD’s decentralization experience. He is the author and co-author of several peer-reviewed publications.

IOE PARTICIPATION IN INTERNATIONAL EVENTS
 
Organisation for the Prohibition of Chemical Weapons Annual Retreat
 
Oscar A. Garcia, in his capacity of Director IOE and UNEG Vice-Chair for enhancing the use of evaluation in the UN system, is participating in the annual retreat of the Organisation for the Prohibition of Chemical Weapons. Mr Garcia will be delivering a presentation on Evaluation function of IFAD: the role of self and independent evaluationsThe retreat is taking place on 30 September in The Hague, The Netherlands.
 
European Evaluation Society 12th Biennial Conference
 
At the European Evaluation Society12th Biennial Conference, held  in Maastricht, The Netherlands, Johanna Pennarz, IOE Lead Evaluation Officer, participated as a panellist in a discussion on "How Evaluators Can Become Agents of Change: Opportunities and Challenges Arising from the Sustainable Development Goals Agenda". Oscar Garcia, IOE Director, chaired the panel discussion. Ms Pennarz also delivered a presentation on Supporting Learning and Organizational Effectiveness - the Communication Function of IOE. Australasian Evaluation Society Conference
 
Fumiko Nakai, IOE Senior Evaluation Officer, delivered a presentation on Contributing to rural poverty reduction through accountability and learning: independent evaluation function at IFAD, which introduced the second edition of the Evaluation Manual, at the 2016 Australasian Evaluation Society Conference in Perth, Australia. Asian Evaluation Week
 
During the 2016 Asian Evaluation Week recently held in Xi’an, Shaanxi, China, Michael Carbon, IOE Senior Evaluation Officer, and Hansdeep Khaira, IOE Evaluation Officer, hosted a session on Smallholder farmer organization and access to markets. In a session hosted by the FAO Evaluation Office, Messrs. Carbon and Khaira delivered a presentation on Bringing evaluation of food security and nutrition closer to policy makers, and in a session hosted by the International Initiative for Impact Evaluation (3ie), a presentation that focused on the use of Theory of Change for assessing the likelihood of environmental impact. EVALUATION COMMITTEE UPDATES
 
 
  • IOE welcomes the new interim Evaluation Committee Chairperson, Mr Rishikesh Singh, Director (Multilateral Institutions Division), Department of Economic Affairs, Ministry of Finance of the Republic of India, as of 6 September 2016.
  • Mr Jérôme Audin is the new French representative on the Evaluation Committee of IFAD's Executive Board. He attended his first session on 6 September 2016. IOE thanks former representative, Ms Donatienne Hissard, for her valuable contributions to the Committee's work in the past years.
 
 
EVALUATION HIGHLIGHTS AT THE EXECUTIVE BOARD

Evaluation documents reviewed during the September session of the Executive Board included the country programme evaluations for China, Indonesia and Turkey, and the 2016 Annual Report on Results and Impact of IFAD Operations (ARRI), which was especially mentioned as a high quality and informative report. In a joint statement, the Member States recognized IOE's work and shared their "appreciation for the independence of IOE, which has such a positive impact on improving IFAD's performance."
