Federal Government Suspends Risk Adjustment Payments, Then Reverses Course
In early July, the federal government suspended risk adjustment payments to insurers while a challenge to the ACA program is being resolved in court.  On July 24, the government reversed course, reinstating the payments.  Before that, ten state marketplaces, including Access Health CT, wrote federal officials asking them to defend the risk adjustment program in court and clarify that the suspension won’t affect 2019 insurance rates.  Risk adjustment programs reduce the incentive for insurers to steer sick applicants to state exchanges and sell only to “healthier” applicants. Mark Hall from Brookings’ Center for Health Policy presented new research on ten states’ recent experiences with respect to individual market stability.  Two expert panels discussed the individual market at the state and national levels.  Watch the webcast recording or download the audio here.
