Message from the Chair

The SBRRB wishes our small businesses a prosperous President’s Day – Monday, February 15th.

This month, we are spotlighting SBRRB member Mr. Harris Nakamoto.  Harris is currently the longest reigning member of the team as he has been with the SBRRB since 2014.  Harris has been a great mentor to new board members and his contributions to the board have been invaluable.

Member Spotlight

Harris Nakamoto
Mr. Nakamoto was born and raised in Kalihi Valley by parents who were small business barber shop owners.  He attended the University of Redlands and graduated with a B.S. in Civil Engineering and Business Management.
  • -Since you are currently the longest reigning member of this Board, what changes have you see, if any, within the interworking and mechanisms of the SBRRB?
There have been many positive changes within SBRRB.  A key change has been the support from DBEDT leadership to the SBRRB in terms of adding administrative staff and assisting with the board’s budget.
  • -How do you see your professional background to be integral in understanding small businesses’ rules and regulations?
Harris’ parents, who were involved in many community business associations, taught him well in understanding how small businesses rely on advocacy to preserve their ability to create sufficient wealth. 
  • -As an essential State Board, what do you believe are the important factors in the SBRRB’s continued existence?
Maintaining dedicated board representatives from the member’s community/island is critical.  The SBRRB relies on adequate funding and staffing to continue its ability to serve and advocate.
  • -Anything else you would like to offer?
"I am honored to work with an energetic, caring, and diverse board member group.  Our focus has been to represent and advocate small business on those rules which may adversely impact their ability to survive and thrive."

Hawaii Administrative Rules (HAR) prior to and after public hearing:
Before Public Hearing:

1. HAR Title 11 Chapter 219, Parking for Persons with Disabilities, promulgated by Department of Health

After Public Hearing:

2. HAR Title 13 Chapter 241, Vessel Registration, promulgated by Department of Land and Natural Resources
3. Section 5A-11.4 of the Kauai County Code, Home and Related Exemption Rules, promulgated by County of Kauai – Department of Finance
4. HAR Title 16 Chapter 71, Certified Public Accountants and Public Accountants, promulgated by Department of Commerce and Consumer Affairs
As authorized under the Governor’s Seventeenth Proclamation Related to the COVID-19 Emergency, the meeting will be held remotely, with Board members, Staff and Agencies participating via online meeting venue.  The public can participate in the meeting through audio-visual livestream.
