FOREWORD

This issue of Nexus highlights some of the current developments in adult learning and education at the global level. The UNESCO General Conference in 2015, adopted a new Recommendation on Adult Learning and Education (RALE), which was signed in April this year, making it the most current international normative instrument that will be used to guide Member States in their further development of adult learning and education (ALE). This revised Recommendation succeeds the 1976 UNESCO Recommendation on the Development of Adult Education and reflects the current educational, cultural, political, social and economic challenges set out in the Belém Framework for Action, which was adopted by the Sixth International Conference on Adult Education (CONFINTEA VI, 2009) in Brazil. The UNESCO Institute for Lifelong Learning (UIL), took an active and central role in the revision of this document, and will support countries to implement it. In working with countries, UIL will promote a lifelong learning perspective that will help Member States exploit the wider benefits of ALE that cut across many sectors and different aspects of society.

Renewed momentum for adult learning and education
New Recommendation on Adult Learning and Education

The Recommendation on Adult Learning and Education (2015, RALE) and the Recommendation concerning Technical and Vocational Education and Training (2015, TVET) were signed by the President of UNESCO’s General Conference, Mr Stanley Mutumba Simataa, and UNESCO’s Director-General, Ms Irina Bokova. The revision of these key international normative instruments responds to the international community’s request to adapt them to reflect new educational, social, economic, cultural and political trends. The revision is also timely as both recommendations are valuable resources to support Member States’ policy reforms as implementation of the Education 2030 Framework for Action and the wider 2030 Agenda for Sustainable Development gets underway.

Youth and adult learning and education in the Caribbean

Ministers of education, representatives of related ministries, education specialists and civil society representatives from seventeen countries in the Caribbean came together in Montego Bay, Jamaica, for a major sub-regional meeting on youth and adult learning and education. The purpose of the two-day ministerial meeting, which took place on 30 June and 1 July 2016, was to follow up on the implementation of the action areas agreed upon in 2009 at the Sixth International Conference on Adult Education (CONFINTEA VI) in Belém, Brazil. Participants affirmed their countries’ commitment to making lifelong learning ‘a necessity and not an option’. They agreed that this will involve developing contextualized policies and strategies that address the specific learning and education challenges facing the Caribbean sub-region.

Advancing Lifelong Learning

Fostering lifelong learning through the effective recognition, validation and accreditation (RVA) of basic youth and adult education

On 23 and 24 June 2016, an international expert meeting on the Recognition, Validation and Accreditation of Basic Youth and Adult Education as a Foundation for Lifelong Learning took place at the UNESCO Institute for Lifelong Learning (UIL) in Hamburg.

Participants of the expert meeting agreed that more needs to be done to integrate learning outcomes of youth and adult literacy and basic education into regional and national policies. They also reaffirmed the relevance of research in RVA, given the huge number of young people and adults around the globe that lack recognition of their skills and the ambitious targets of SGD 4 that need to be met.

UNESCO Global Network of Learning Cities’ (GNLC) documents and materials now available in all six UN languages

The UNESCO GNLC’s Guiding Documents, the Guidelines for Building Learning Cities and the Mexico City Statement on Sustainable Learning Cities have been translated into all six official languages of the United Nations (UN). The UNESCO Global Network of Learning Cities official video has also been subtitled with all the six official languages. The documents and the video are now available in Arabic, Chinese, English, French, Russian and Spanish.

Advancing Literacy and Basic Skills

The role of libraries in addressing
literacy challenges

‘How Libraries Support National Literacy Efforts’ was a significant two-day workshop that for the first time brought together participants from all world regions to discuss ways in which countries can harness the potential of libraries in order to sufficiently address literacy challenges. The workshop took place at the UNESCO Institute for Lifelong Learning (UIL) in Hamburg on 5 and 6 April. Participants at the meeting developed recommendations on how governments could empower libraries to serve as national literacy assets.

Publications
Jóvenes participando en la educación comunitaria: Testimonios de empoderamiento desde América Latina (Youth Driving Community Education: Testimonies of Empowerment from Latin America)

The publication contains twelve testimonies from youth in Latin America aged between 19 and 29. These young people initiate and engage in diverse issues such as social inclusion, human rights and sustainable development, which help to improve their own lives, and the lives of members of their communities.
