Hi Everyone:

I hope you are well as we begin the March toward Spring. 

This Newsletter will find information about another transition in the Treasurer-Collector's Office. We are still seeking a new DPW Crew member and are preparing the FY23 Budget and Annual Town Meeting Warrant for the May 11th meeting. Town Meeting is followed by the Annual Town Election, Saturday, May 14th.

And now for my shameless plug for the good of the Town -- Have you ever thought about getting involved in your community or are you looking for a new hobby? Please consider running for office or volunteering time to serve on Boards and Committees, 

If you want more information about any of the positions, just let me know, and I will put you in touch with fellow residents who can explain the role(s) and responsibilities.



Changes Treasurer-Collector’s Office

Treasurer-Collector Jennifer Coscia resigned from her position in mid-January.  After several months on the job, she realized the position would not be a good fit for her long term. While surprised by this, we appreciated Jennifer’s candor and respected her decision. Her positive presence will be missed.

Lynne Baumgartner, who left last summer for Lanesborough, returned on Monday to be our new Treasurer-Collector.  Lynne had been Hinsdale’s Assistant Accountant and Administrative Assistant for several years. We are incredibly pleased to have her back in this new role. Lynne's Treasurer-Collector’s Office Hours will be:

7:30 to 4:00 p.m. -- Monday
 7:30 to 4:00 p.m. -- Tuesday
      8:00 to 6:00 p.m. -- Wednesday
   7:30 to 4:00 p.m. -- Thursday
 Closed -- Friday       

Annual Town Meeting
The Annual Town Meeting is scheduled for 7:00 PM, Wednesday, May 11, at the Kittredge School.

Annual Town Election
The Annual Town Election is scheduled for Saturday, May 14. Polls will be open 10:00 AM to 6:00 PM in the Town Hall Community Room (lower level).  

Voter Registration 
If you are a registered voter in Hinsdale, you may vote at Town Meeting and the Annual Election. If not, you can register to vote during the Town Clerk’s posted office hours.

The last day to register is Thursday, April 21, 2022. The hours that day will be 2:00 – 4:00 and 7:00 – 8:00 PM, again, in the Town Clerk’s Office.

Nomination papers for the open position in this May’s election are available from the Town Clerk’s Office, as follows:

Nomination papers are available Monday, March 7

The last day to get nomination papers is Thursday, March 24

Completed Nomination Papers are due to the Town Clerk by 5:00 p.m. on Monday, March 28

More from the Town Clerk’s Office

In early January, the Town Clerk mailed an annual Town Census form to each household and requested residents complete the form and mail the form to the Clerk’s Office in the self-addressed stamped envelope provided. Only 40% of the papers have been returned. The State requires the Town to collect this information each year, so please do so if you haven’t sent yours back. DPW – Searching for DPW Crew Member  

The DPW is still searching for a lead water and sewer department crew member. This position is open until filled, and we are interested in hiring someone immediately. If you know anyone looking for a job, particularly one that may lead to further opportunities after a few years of experience, please encourage them to see our job listing at

Municipal Vulnerability Planning Committee
In February, the Town received a $15,000 planning grant to produce our Municipal Vulnerability Plan, which will identify and provide strategic initiatives the Town will need to address as we prepare for the impacts of climate change. This is a somewhat deeper dive into the items identified in the Town’s Hazard Mitigation Plan completed in 2019. Of course, we shall add things that may be missing and comment on some of the work that has been done since that report was completed.

We are now recruiting a few residents to serve on the Ad Hoc MVP Committee. We want a few (3-5) interested residents to sit on an ad hoc committee to help develop Hinsdale’s report. This project will begin shortly, and we are expected to file our completed report by June 30, 2022. 

The Select Board will make the appointments at their March 23, 2022 meeting. If you are interested and can devote the time between now and June, please email Town Administrator Bob Graves with a brief statement of interest in joining the committee. Messages must be received by Friday, March 18, 2022.

Some of the projects we are working on 

  • Applying for a grant to install another large, open bottom culvert on George Schnopp Road through the MA Division of Fish and Game (Due March 19)
  • Producing the Annual Town Report 2021 (Annual Reports follow the Calendar year)
  • Negotiating a three-year contract with the Town’s Police Officers (due April 1)
  • Developing the Fiscal Year 2023 (FY23) Budget for approval at the Annual Town Meeting, May 11, 2022.  (Fiscal Year cycle is July 1 - June 30)
  • Drafting the Annual Town Meeting Warrant for posting by Tuesday, May 3
  • Holding the annual Spring Election, May 14, 2022
  • Re-applying for a Mass Works grant ($1 Million) for the Schnopp Road project (due early June)
  • Developing Hinsdale’s Municipal Vulnerability Plan for submission to the State by June 30, 2022
