Requirement for Entry to Hong Kong from the Philippines or Indonesia

From 9 August Domestic helpers who have been fully vaccinated in Hong Kong, are allowed to enter Hong Kong from Philippines and Indonesia. 

Domestic helpers who are fully vaccinated and received both the COVID-19 jabs in Hong Kong, will be allowed to enter Hong Kong and be required to undergo 21-days hotel quarantine, starting 9 August. 

How about domestic helpers who have received the vaccination in the Philippines or Indonesia?

They are not yet able to travel to Hong Kong.

Currently, the Hong Kong Government does not recognise vaccination records from the Philippines. For now, Hong Kong only recognises vaccination records from countries where regulatory authorities were recognised by the World Health Organization (WHO). See:

In the meantime, while we wait for updates, domestic workers in the Philippines waiting to come to Hong Kong can prepare by:
  • Receiving their COVID-19 vaccinations, making sure that brands that are recognised by the Hong Kong government, and
  • Applying for an International Certification of Verification (ICV) or “Yellow Card” with the Bureau of Quarantine. Booking for this can be done: here. The Hong Kong Government has not yet given indication yet whether this would be suitable.

Can domestic helpers receive cash instead of unused annual leave days?
Home/vacation leave is a requirement by the Hong Kong Immigration Department for domestic helpers to return to her place of origin for at least 7 days for every employment contract and the travel expenses are shouldered by the employer. On the other hand, Annual Leaves are paid holidays as an employee’s entitlement under Employment Ordinance and the employer is not responsible for the travel expenses if the domestic helper chooses to travel.

Many domestic helpers have had to delay annual leave holidays due to the COVID-19 situations. We are receiving questions on whether these can be settled in cash since travel challenges continue. Processing Locally in Hong Kong
With the travel challenges due to the COVID-19 pandemic, many domestic helpers and their employers are asking if it would be possible for domestic helpers to stay in Hong Kong while processing their new visas.

Normally, domestic helpers with broken or terminated contracts are required to return home while their visa is in processing.

Fair Agency has handled more than a hundred cases in the past year where the Hong Kong Immigration made an exemption and allowed the domestic helper to process locally. However, exemptions are not guaranteed, AND  the new application must be submitted before the 14-day visitor visa ends.
