Notes From The Director
 

PCANY is currently in the process of reviewing when and how to conduct our meetings. Accordingly, we have not scheduled an in-person spring meeting for this year. We are considering ideas for members who have to travel long distances to meet in Albany and also to create better opportunities for our valued associate members to participate. We will likely be setting up virtual meetings among our membership to get input and with NYSDOT to get updates on current discussions.

Snell Lock Diffuser Project, Massena, NY

The displayed photos show Fort Miller's 70,000-lb precast concrete wall panels and 40,000-lb precast roof slabs that were fabricated for Phase I of the Snell Lock project on the St. Lawrence River in Massena. When fully assembled, (8) precast wall units and (4) precast top slab units make up a single new lock diffuser. A total of (6) diffusers will be installed in the bottom of the Snell Lock chamber, replacing the original cast-in-place diffusers that had become deteriorated over time. These diffusers have millions of gallons of water flowing through them each day and play a vital role in assuring that the locks function properly.

This is a design-build project with a team consisting of design engineer, Mueser Rutledge Consulting Engineers and Kubricky Construction. Fort Miller worked closely with the designer and contractor for several weeks to develop plans to execute the project. Shop drawings were completed by Fort Miller's in-house Engineering Department.

Fabrication of the precast commenced in late December 2022 inside Fort Miller's heated production buildings in Easton, NY. Fabrication for the first (3) diffusers was completed in a matter of only a few weeks.

These locks are essential to international commerce and replacing the diffusers quickly and during the winter months is a perfect example of how precast concrete can help achieve the impossible. Phase II of this project will start in the winter of 2024.
