RFQ for the Housing / Library Building Design Competition


The CHA and CPL are jointly sponsoring a design competition for the purpose of procuring the design services of three (3) AORs to assist the CHA, CPL and Selected Developer in the development of three (3) Projects on three (3) separate sites, as indicated below:
  1. Site 1: Includes two (2) non-contiguous parcels of land; 6800-6824 North Western Avenue and 2414-2422 West Pratt Boulevard, Chicago, IL 60645.
  2. Site 2: Includes one (1) parcel of land; 4022 North Elston Avenue, Chicago, IL 60618.
  3. Site 3: Includes one (1) parcel of land, 1262 West Taylor Street, Chicago, IL 60607.
Each Project will involve the design and construction of a facility, which will each include multi-family housing and a CPL Branch Library. 

This design competition is structured as three (3) parts, with the intent of selecting one (1) AOR per site.
  1. Part 1, Request for Qualifications: CHA and CPL are requesting qualifications from interested parties, per the submittal requirements identified in the RFQ. The Respondent must rank the three (3) sites, in order of preference for submitting a Conceptual Design Proposal if selected. The CHA and CPL anticipate it will select a minimum of two (2) Selected Qualified Respondents to submit Conceptual Design Proposals for each site. THE DEADLINE FOR PART 1 IS FRIDAY, DECEMBER 23 AT 11:00AM CST.
  2. Part 2, Request for Conceptual Design Proposal: The Selected Qualified Respondents, for each of the three (3) sites, will be paid a stipend of $10,000 each to provide a Conceptual Design Proposal. One (1) Selected Respondent, for each of the three (3) sites, will be selected to perform design and construction observation services, as a consultant to the CHA’s Selected Developer, for each of the three (3) sites.
  3. Part 3, Community Engagement: The Selected Respondent will be asked to participate in Design Charrette meetings involving the respective community in which the Project will be located and the Roosevelt Square Working Group, for site 3.

  • Once registered, click on the “How to respond to an event in the Supplier Portal” and follow the instructions.
