The future of the electric industry is evolving as customer-centric (as contrasted with “Utility-centric”), focused on not just reducing the customer’s total energy bill, but also ensuring that optimal resource choices are made both by the Utility in its Integrated Resource Planning, and by customers with their energy-related investments. Electric utilities will be providing distributed system platform services to enable third-party providers of distributed energy resources to create value for both customers and the utility electric grid. While electric utilities must retain their universal service obligations to maintain a delivery system that provides reliable power at just and reasonable rates, the electric industry must also set goals to protect the environment through increased use of energy efficiency and renewable energy, coupled with market enabling measures that integrate customer owned energy-related resources. One way the energy industry can achieve this objective is to leverage the power of markets to reduce the total customer bill by increasing deployment of non-regulated third-party capital, and by supporting the electric utility industry reliance on customers’ energy investments as an integral utility distribution grid resource.
