Since the world-changing events of 9/11, the U.S. Government has made numerous efforts to control critical technology in ways that allow such technology to be exported effectively to U.S. partners while restricting its transfer to U.S. adversaries. Such efforts have ranged from negotiating defense trade treaties with close U.S. allies (e.g., the UK and Australia) that allowed numerous license exemptions to be established under the International Traffic in Arms Regulations (ITAR).
