RPC Draft 2017 Local and Regional Work Plans are Now Available.
RPC updates and adopts its Local and Regional Work Plans on an annual basis. The Local Work Program identifies the land use planning, transportation planning, mapping services, and other services being provided to individual communities. The Regional Work Program lists the regional projects, including those the span the entire region or those that cross municipal boundaries. Adoption of the draft work plans are anticipated to occur at the September 15 RPC Commissioner meeting (agenda and documents available here). Strong Demand for Bike and Pedestrian project in the RPC Region

By September 2nd was the deadline for full proposals in the second funding round of the Transportation Alternatives Program (TAP). TAP is one of the primary pools of federal funding available to municipalities for bicycle and pedestrian safety improvements, and provides reimbursement of up to 80% of project costs. That said, it is always highly competitive.

Statewide 43 full applications were submitted to NHDOT with an aggregate project cost of $33 million, and requesting $25 million in TAP funding. This compares to approximately $5.4 million available for the two year funding cycle. Seven full applications were received from communities in the RPC region, including Exeter, Hampton, New Castle, Plaistow, Portsmouth, Salem and Stratham. RPC will rank regional priorities, likely at the September TAC meeting, and forward to NHDOT for statewide selection. Decisions are anticipated this winter. Attend RPC's Accessory Dwelling Workshop on 9/29 in Exeter!
In March, Governor Hassan signed Senate Bill 146, NH's Accessory Dwelling Unit (ADU) law, which takes effect on June 1, 2017. RPC recommends all communities review existing ADU regulations to ensure compliance with the new law. To assist communities in complying with the new law, RPC will be hosting a workshop on Thursday, September 29 at 7 at the Exeter Public Library. Bike/Ped Counts Near the East Coast Greenway Show 1000+ Trips per Day! 

In August staff worked with the Coastal Trail Coalition to install RPC's new EcoCounter bike/ped counting equipment on the Clipper City Rail Trail in Newburyport. Goals for the counts were to 1) quantify trail use on a segment of the East Coast Greenway analogous to the proposed NH Seacoast Greenway (running from Seabrook to Portsmouth), and 2) gather data on trail use by time of day and day of the week in various weather condition to aid in extrapolating from two hour manual counts.

Daily use averaged 689 trips/day on weekdays and 761 trips/day on weekends. Because the optical counter can register people walking in groups as a single individual, Eco Counter recommends adjusting by a factor of 1.3, bringing the weekday and weekend averages to 895 and 990 respectively. The highest daily count was 1127 trips (1465 corrected). The equipment has also been used for counts on Route 1A and additional counts are planned for this fall.
