RPC's News & Notes

March 2017

Transportation Project Prioritization
The RPC has been soliciting for transportation improvement projects as part of the update to the Long Range Transportation Plan (LRTP) and the State Ten Year Plan. Beginning in March, projects will be evaluated against a common set of project selection criteria, used by NHDOT and all nine planning commissions, and ranked for programming in the LRTP. The top projects will then be submitted to NHDOT as candidates for the next Ten Year Plan. The prioritization process first looks at general project eligibility and feasibility, with projects that meet those standards then ranked utilizing the project selection criteria. Each criterion has been evaluated against the others by the MPO TAC to establish the relative importance (weight) of each towards achieving MPO priorities. This scoring process, including criteria weights, is on the MPO website in the 2017 RPC Project Scoring Methodology.
RPC Legislative Activity

Every year RPC's Legislative Policy Committee  monitors and recommends positions on proposed legislation that is of specific interest or concern to the Commission and its communities. The legislation that is monitored ranges from housing and transportation issues to energy production and water resource protection. The Committee meets monthly during the legislative session and updates RPC's Legislative Tracking Chart weekly. The Committee is also responsible for developing general Legislative Policies subject to adoption by the Commission and for organizing a Legislative Forum in November on topics of interest to legislators, commissioners and municipal officials. RPC's  legislative policies, legislative tracking chart and letters of testimony being submitted during the 2017 Legislative Session are all available on the Legislative Policy Committee page.

Planning Overload? RPC Can Help!
CIP got you down? Haven’t updated your Master Plan since 1997? Need help with a zoning ordinance?

Just a reminder, that RPC has a highly skilled and motivated staff of land use planners capable of assisting our member communities in developing a wide range of municipal planning tools and regulations. We have developed and updated Capital Improvement Programs (CIP) for a number of our communities, have prepared full and partial community master plans, and have worked closely with various land use board to develop zoning ordinances and site plan/subdivision regulations. Additionally, our staff provides on-site municipal planning support in nine communities through our circuit rider planner program. Circuit riders provide local planning boards with the technical professional planning necessary to review and provide guidance on complex development proposals and assist in the development of zoning and site plan/subdivision regulations.
