Introductory session: What happened? 

The recently launched European NGO Network on Green Public Procurement (GPP) held an introductory session on 26 January in Szentendre (Hungary), gathering NGOs from across Europe with an interest in learning more about how GPP can be used to help cities and regions improve their sustainability and meet environmental policy objectives.

Supporting green purchasing through a European Network of NGOs

Despite the power that public bodies have in preferring ‘green’ goods and services through the purchases they make, much of this remains untapped, with many countries in the EU reporting that less than 20% of their purchases are ‘green’. An effort to reach out and engage other organisations to help support green public procurement (GPP) actions could be very valuable. And this is precisely how the idea of   establishing   a   European   Network   of  non-governmental   organisations   (NGOs) for GPP was born.

Club “Sustainable Development of Civil Society”

CSDCS is an NGO with a research profile founded in 1997 with the mission to contribute to the sustainable development by strengthening the social dialogue and assisting local stakeholders in their work on regional strategies and projects’ development. We operate at a national level with our main office based in Sofia and several branches in different regions of the country. We have implemented more than 30 important projects funded by EU and other donors, most of them in the area of transport and environment. Since 2010, CSDCS is a National Coordinator on Mobility and a SUMP focal point for Bulgaria, appointed by the EC.

What have we been up to lately?

CSDCS has some experience in Public Procurement and has always been opting for environmentally friendly solutions. Up until now, we haven't applied GPP principles but after GPP-training we are aiming to apply the knowledge gained in the tenders in our current H2020, TDP and INTERREG EUROPE Projects.

What has our NGO planned for the future?

Our plans are to launch some training and awareness raising activities in Bulgaria in order to promote GPP. We are maintaining a National Network named ENDURANCE that aims to disseminate information and promote the sustainable mobility among stakeholders like municipalities, state bodies, businesses and NGOs. WE are aiming to use this network for a large national campaign on GPP.

As you know, NGOs have the opportunity to participate in the process of GPP criteria development. This work will be mainly coordinated by EEB, who will be updating us on the status of the criteria development process and the possibilities NGOs have to contribute in this.

Meanwhile, we would like to invite you to share your thoughts and comments on the public consultation on the revision of the
EU GPP Criteria for Food and Catering and to register as a stakeholder for the Public Space Maintenance GPP Criteria and the EU GPP Criteria for Data Centres for upcoming activities and consultation.

The GPP capacity-building project GreenS has made a series of recent webinars publicly available on its YouTube channel. The webinars will be of considerable value for public procurers at various levels including those at an early stage in developing GPP.
