Build Back Better: 
Invest in Child Care Facilities 

Democrats are slashing the reconciliation bill from $3.5 trillion to up to $2 trillion to reach an agreement. We are very concerned about the fate of the requested $450 Billion investment in child care, including the proposed childcare facilities investments.

Failure to establish a standalone investment in a child care facility infrastructure grants program in this once-in-a-generation reconciliation package will only perpetuate structural inequities. This funding will support low-income and BIPOC communities to mitigate pandemic conditions, address learning loss, support the workforce, and create jobs by providing safe and resilient center-based and home-based programs where children and families thrive. 

We need a strong final grassroots advocacy push now! This could be the most significant amount of federal funding for child care infrastructure for years to come. 

As negotiations advance, we are joining other members of the National Children's Facilities Network (NCFN) in urging Congress to invest at least $15 billion for child care infrastructure grants as part of the Build Back Better bill, following the example provided by the House Ways and Means Committee. With these grants, child care programs will be able to acquire, construct, and renovate child care facilities and receive critical technical assistance and capacity-building support from experienced intermediaries.

California Child Care and Development Infrastructure Grant Program Update

The California Department of Social Services (CDSS) Child Care and Development Division (CCDD) will host a virtual Child Care and Development Stakeholder meeting on November 4, 2021, from 9 a.m. to 1:30 p.m. This interactive meeting will provide an opportunity for you to contribute to the Request for Application (RFA) and the implementation of the Child Care and Development Infrastructure Grant Program.

Due to limited space, RSVPs are required for this meeting: send an email with your full name, organization, and email address to by Monday, November 1, 2021. Live simultaneous interpretation for Spanish and American Sign Language and closed-captioning will be provided during the whole group webinar portion.  Included in your RVSP, please indicate if you need any other accommodations.
