Message from our CEO

All of local government is required to undertake a customer satisfaction survey, which is conducted via an independent agency, The results of the latest survey were recently presented to Council.

It is fair to say local government as a sector received results that constitute a drop in ratings. West Wimmera is certainly not immune to this movement in ratings and our results have shown a decline over the last couple of years. 

Despite the ratings, there are a number of positives to draw from the survey. West Wimmera rated well above the state-wide average for customer service and above the small rural council average for advocacy, making community decisions and customer service. The survey also enables the Shire to place an emphasis on particular areas requiring attention. 

A further point worth noting is the satisfaction rating with local roads being particularly low. This is a result of the level of dissatisfaction with a number of state owned roads within the Shire, which has skewed the result in this category. 

West Wimmera Shire was fortunate to be visited by the Minister for Agriculture and Regional Development – the Hon Jaala Pulford on Sunday 12 June. The meeting enabled Councillors to present activities within the shire they would like to see a multi government partnership in, as well as continuing to advocate for state investment in projects such as water security infrastructure. The minister was very receptive to the various proposals and gave an undertaking to raise some items with other ministers, as some of the topics discussed were outside her portfolio. 

With 2016 being a local government election year, West Wimmera Shire has prepared three candidate information evenings to provide prospective candidates with an idea of what to expect should they become Councillors.

In addition to the council run information evenings, the Victorian Electoral Commission will also be running information evenings for candidates on how to nominate and campaign for election. 

As the nomination period is very short - only 3.5 days,  9:00 am 15 September 2016 to 12 noon 20 September 2016 - I would urge all prospective candidates to come along to the information sessions to ensure that you are armed with all the information you require prior to nominating.

Upgrades to Edenhope, Goroke and Kaniva swimming pools

Work has recently been completed on the Better Pools Upgrade project improving the facilities at the Edenhope, Goroke and Kaniva swimming pools.
This project was funded through the Department of Transport, Planning and Local Infrastructure's 2015-16 Community Facilities Funding Program-Seasonal Pools, with a $100,500 grant and matching funds from council. 

Upgrades included:

Edenhope swimming pool

  • Accessible toilet
  • Concrete works
  • Parapet repairs
  • Upgrade chlorination system

Goroke swimming pool

  • Solar power for main pump and motors
  • Replace pump room doors

Kaniva swimming pool

  • Accessible toilet
  • Parapet repairs
  • Upgrade pumping system
  • New pool cover

This project provides greater access to these important community facilities with accessible toilet and shower facilities at Edenhope and Kaniva. The upgraded infrastructure ensures efficient running of the pools, which will serve our communities well into the future.


Caravan Park Emergency Management Planning Day

Council was pleased to host free caravan park emergency management planning sessions this month, in Edenhope and Kaniva.

Under the Residential Tenancies Regulations,  local government is responsible for ensuring that caravan parks have active emergency management plans.

To assist local caravan park operators better understand these requirements, council hosted free caravan park emergency management planning sessions with representatives from the Country Fire Authority and State Emergency Services. Armed with powerpoint presentations and printouts, Brendan Brown and Melissa Douglas provided invaluable information and advice to both council and caravan park operators.


2015-16 Capital works update

The 2015-2016 capital works program has now been completed.

It was a busy and successful year with a full program of works consisting of road constructions, road reseals, unsealed road re-sheeting/reconstructions, shoulder re-sheeting, footpath constructions, kerb & channel reconstructions, bridge reconstruction/widening, buildings maintenance/upgrades, drainage improvements and playground maintenance.  

Highlights from this year's works program include:

  • Reconstruction of sections on South Lillimur Road, Cove Estate Road, Lillimur Yearinga Road and Serviceton South Road 
  • Curve widenings on Minimay Frances Road and Powers Creek Road 
  • Crest widening on Ozenkadnook Mortat Road
  • Intersection improvements to Goroke Harrow Road - Nhill Harrow Road Intersection and South Road - Brooks Road Serviceton intersection
  • Drainage improvement to Macquarie Street, Edenhope
  • Kerb & channel reconstruction to Fry Street, Kaniva
  • Bridge reconstruction/widening to Dorodong Road culvert
  • Footpath constructions on Main Street, Goroke; Wallace Street and Dundas Street Edenhope and Camp Street Kaniva
  • Building works on Kaniva Men's Shed; Windmill Café Kaniva; Henley Park-Lake Wallace Development & signs and Edenhope, Goroke and Kaniva Swimming Pools
  • Rural bore renewals.

Along with the council budget of $2,030,000, additional funding for these projects was received from several programs including: 

  • $3,129,750 Roads to Recovery 
  • $100,500 Seasonal Pools 
  • $9,305 Boating Safety & Facilities Program 
  • $210,000 Putting Locals First Program
  • $106,400 Local Government Infrastructure Fund
  • $25,000 VicRoads  

Council will continue to maintain and upgrade roads and infrastructure in 2016-2017 with a robust capital works program of $5.97 million, of which $5.81 million relates to renewing and upgrading our existing community assets.

Winter = Time for unsealed pavement maintenance

With reasonable rains over the past month, council's outdoor staff have been actively working on the unsealed pavements throughout the shire.
Moisture levels are still a little on the dry side, but with the use of water trucks adding water, most roads are coming up well.

After a long period of dry conditions, our roads are showing some wear and tear. In a lot of cases, some roads were exposed to dry grades throughout the summer, where corrugates are cut off and the pavement material side cast to the roads edge.  This practice is not ideal, but necessary to maintain a safe surface for road users during these times.  

The down side is that when the season changes, we cannot be everywhere to bring this pavement back onto the road to carry the traffic.  We are currently working through these areas and ask people to be patient. If you are driving on an affected road, please drive according to the road conditions. 

The unsealed shoulders on councils sealed road network is another area the outdoor staff are working on with these favorable conditions.  Once again, the long dry spell has heightened the wear and tear on these roads and we ask people to be cautious when moving over onto the unsealed section when passing other vehicles.


Changes to community bus use

As of 1 July 2016 there will be changes to the cost and hiring conditions of the West Wimmera Shire Council Community Bus.

Council provides an eleven passenger mini bus for community groups to access, for community transport needs. From 1 July 2016 there will be several changes to the hiring of the Community Bus.
  • The hire fee will be $0.50 per kilometre, calculated from where the bus is collected and the bus must be returned with a full tank of fuel.
  • The community bus will be based at the Edenhope and Kaniva customer service centres on rotation each month.
  • To ensure that as many community groups as possible may access the community bus, individual groups are restricted to a maximum of three separate hires in any six month period.

Message from the new Youth Services Officer

We will be continuing to hold FReeZA’s throughout West Wimmera. I am looking for young people to become involved on the committees to help organise these and other youth events.

The opportunity to be part of a FReeZA committee is open to everyone between the ages of 12-25 who may have ideas about events and activities and/or who likes to, or would like to learn more about, organising and managing events. If this sounds like you or someone you know, please contact me.

We are also looking for young people who are interested in taking on leadership roles, would like to have a say in the decisions that are made affecting their community and who would like to advocate for and be a voice for other young people. To be involved in a West Wimmera Shire Youth Advisory Group or Youth Council, please contact me.

Young people make local communities better with fresh ideas that foster progress and innovation. And we know that local communities are critical to young people as they build their social capital. Innovation Nation is looking for youth led solutions to local problems in local communities.

A new round of the Victorian Government's $4.6 million Sporting Club Grants Program is now open and drought-affected clubs are being encouraged to unlock their potential with new funding opportunities.

Managing the impact of drought on local community sport and recreation is a high priority for the Victorian Government. Grants are available in several categories including $500 to maintain community connections, promote positive mental health and well-being and build resilience; up to $1000 for uniforms or equipment; up to $2000 for skill development and up to $5000 for initiatives that strengthen club operations and sustainability. more....

The Community Strengthening Grants Program is designed to promote and increase participation of local residents in community initiatives, to build and strengthen local networks and partnerships and to support community leadership, learning and skill development.

Council will provide financial assistance to community groups and organisations to support the provision of programs, activities and services which respond to identified community needs, contribute to the building of a stronger community, develop innovative approaches and local social issues and are in accordance with council's strategic objectives.
