July has arrived and we see each district and country slowly opening up boat businesses. Most of you will have seen we at the PCA have been lobbying hard through MPs, Government Departments and local Authorities.

We have seen many local authorities accepting our Businesses and giving grants but some have been far from helpful. We managed to challenge two areas, The Isle of Wight and also a Cornwall Local Authority who have declined our members a discretionary grant.  Despite there being no appeal process allowed under government guidelines both authorities read our appeal and allowed an appeal by the businesses and then granted funds.  We were delighted that our support helped some. Unfortunately other areas who declined have not taken such action.

You will be aware now that England opened up charters officially after July 4th.  This was an area we challenged very early on.  Back in May we saw a guidance notice issued by DEFRA which stated INLAND WATERS only.  This was taken by the RYA and British Marine as the main document for ALL waterways and we decided to challenge the notice as not designed for Coastal Waterways and your businesses that operate under Dept of Transport MCA rulings.

We believe this created a chasm between us and the other associations and suspect they then drove DEFRA to issue a statement on 11th June banning our operations, with their  DEFRA statement.  We continued to challenge this and on 23rd June the Prime Minister made another statement stating businesses would restart on 4th July.  Again we were ahead of the game and issued members an update with guidance.  This again caused some friction with other associations until on 3rd July DEFRA informed us by email that the previous stop notice was cancelled and as we had advised our businesses could open. If we had followed and awaited this email then our members would have had a day to prepare!!

Latest email from Dept of Transport is as follows (DEFRA have not issued another notice)
The DfT have provided an update on the Defra 'Using a boat inland and on the coast' guidance that was previously issued for those in England. This guidance will be withdrawn from 4 July meaning there is now NO SPECIFIC RESTRICTIONS on waterways businesses from 4 July. This includes skippered charter and passenger boat operations.

We all hope that no new closures are forced upon our industry.
Do you have a fantastic image of your charter boat working?  
We are updating the home page of the PCA website and want to put your boats in the main rolling images.  It needs to be good, it needs also to be 1900 wide by 800 pixels down minimum.
We also need to make sure it shows everyone having fun and a compliant boat.  Send your images to as soon as possible and lets get you noticed until the next update.

Attach is an update from Eastleigh Borough Council which may well apply to other authorities with outstanding funds again from 1st grants process.

We assume others that closed could re-open to take new applications to use all their allocated money as shown in this update

Discretionary business funds
We have now allocated £809,000 of the available £969,000 discretionary grants to businesses in need of financial support during this challenging time, leaving a small amount still accessible for companies that have not yet received a grant.
The rules for applying for the grant have been modified slightly and we have updated the policy for companies to check whether they're eligible to apply.
Applications will remain open until all the funds have been distributed.

COVID cleansing

We are still researching options for boats and cleansing . The below link shows some good ethanol based products which one fires off in the boat with everything open inside, leave for 20 mins and then. air the area after or next day.

This process could speed up cleaning and cleaning for you and not require complete fogging machine options unless you are doing multiple boats a day the machine may be more suitable. Feedback any thoughts to us as looking at discount purchases

We are also looking at fogging machines as an option, but the above seems to be a good option as can be used by anyone

The local governments have been given new money to expand their teams to check on Covid Secure businesses and they will be looking for your risk assessments and the signed poster(A4) on the left.  We suggest a copy is also on your vessels
