Partner Spotlight

In 2003, a report on literacy from the National Center for Education Statistics revealed a crisis across the country, with the startling fact that 47% of adults in Cuyahoga County were below the recommended literacy levels for effective functioning in society. Response and planning by local stakeholders led to the creation of The Literacy Cooperative (TLC) in 2006.

TLC provides support as the intermediary organization to improve the quality and connectivity of literacy services throughout Cuyahoga County. TLC's convening, demonstrating, awareness and advocacy support allows early literacy, adult literacy, and workforce development providers to deliver quality services to hundreds of children and adults throughout Cuyahoga County. Approximately 200,000 Cleveland residents are unable to enter vocational training or skilled employment opportunities because their literacy levels are at or below a seventh grade level. In Cuyahoga County, the number grows to 435,000 with more than 120,000 adults over age 18 without a high school diploma and 80,000 adults earning less than $13 per hour. All have one thing in common -- they need upskilling. TLC is the lead agency for the TalentNEO upskilling services and works with Cuyahoga County adult education providers to implement and evaluate the use of contextualized literacy combined with KeyTrain, an interactive, online career readiness tool. As participants prepare to take the WorkKeys assessments, they may find that their skill scores are not at the level required for their desired careers. Participants with low skill scores are eligible to participate in the upskilling activities at five Cuyahoga County upskilling locations to improve their skill score. Through TalentNEO, residents lacking educational credentials can use skill assessments to increase the opportunities available to them by matching skills and qualifications to employers' needs, and residents who have skill gaps will have access to training that will lessen the time and financial burden to increase the likelihood of accessing a pathway opportunity. 

Employer Spotlight
Kryocera SGS Precision Tools (Kryocera), a Munroe Falls, OH based manufacturer of cutting tools sold in over 60 countries and used in aerospace, automotive, mod and die, medical, power generation, and other engineering industries, is an early participant in the TalentNEO skills-based hiring initiative.

Kryocera, who learned about TalentNEO through their partners at ConxusNEO, was initially interested in the program due to their ongoing need to find local manufacturing talent. “At Kryocera, we are struggling with finding qualified candidates to fill open positions,” explained Gary Miller, Director of Training and Occupational Development. “Incoming applicants need a lot of training and often don’t have the skills and experience that we need them to have.” The inefficiencies created as a result of inexperienced applicants equals lost time and money for Kryocera. Through TalentNEO, Kryocera SGS Precision Tools hopes to utilize the pool of applicants with WorkKeys® scores that match their needs, which will result in more qualified candidates applying for jobs and eliminate the need to use their own costly and time-consuming internal assessments for new job candidates. Not only will they have access to this pool of candidates, but Kryocera can also direct job applications who haven’t taken WorkKeys® to the Ohio Means Jobs website to complete the WorkKeys® assessments before proceeding through the application process.
